From November 2 to November 5, at the advanced seminar on the planning and construction of small towns with sports and leisure characteristics held in Beijing, Mr. Li Haibin will teach you a course on the theme of "Planning, Construction and Implementation Cases of Aviation Sports Towns". Before the opening of the seminar, the editor of Sports Standard Information and Service interviewed Mr. Li Haibin. The following is the content of this interview.

01 Implement the national "The Belt and Road Initiative" strategy

When talking about how Pan-China Sports responds to the national "The Belt and Road Initiative" strategy and carries out overseas stadium construction projects, Mr. Li Haibin said: "Pan-China Sports has been deeply engaged in the sports industry, especially in the field of large-scale stadium technology construction for 20 years. It has served major events and political activities including the Qatar World Cup in 2022, the African Games in 2015, the APEC Summit in 2014, the Southeast Asia Games in 2011 and 2013, and the Beijing Summer Olympic Games in 2008. It is also the national team representing China's strength in the field of global stadium construction.

Against the backdrop of economic globalization, China has put forward the grand vision of jointly building the Silk Road Economic Belt and the 21st Century Maritime Silk Road, building a new type of international relations with win-win cooperation as the core, realizing economic integration, development linkage and sharing of achievements, and benefiting the world and the people. Promoted by the The Belt and Road Initiative strategy, the infrastructure level of developing countries, including roads, energy and pipeline networks, has been greatly improved. At the same time, sports, education, medical and other projects closely related to people's livelihood have gradually landed, bringing personal benefits to the local people. Under this framework, Pan-China Sports hopes to further explore effective cooperation modes in the fields of sports, health and culture with other countries around the world, export the soft power of "Made in China" in stadiums and gymnasiums, share development experience and promote cooperation. During the 2017 Tianjin National Games, the Ethiopian Minister of Youth and Sports and his delegation received the Pan-China Sports Team, and expressed their high recognition of the concept of Pan-China Sports Cooperation and warmly welcomed Pan-China Sports to participate in the construction and later operation and management of local sports venues.

02 Seize the Development Opportunity of China's New Urbanization

Zhao Yong, deputy director of the General Administration of Sport of China, pointed out in his speech at the training course in Guizhou Province in August this year that at present, with the construction of urban development zones causing cities to gather more production functions, the production functions of small towns are weakening, while the living functions are strengthening. The construction of small towns with sports and leisure characteristics is to conform to this trend, solve the problem of local urbanization of farmers and counter-urbanization of urban people, strengthen the life function of small towns with characteristics, relieve the pressure of urban development, promote the rapid economic and social development of rural areas, narrow the gap between urban and rural areas, and promote the solution of the problem of urban-rural dual structure.

During the conversation, Mr. Li Haibin said: Pan-China Sports strives to seize the development opportunities of new urbanization, cater to the trend of consumption upgrading, carry out research on the development and innovation model of new urbanization in China, especially sports theme towns, and cooperate with local governments and real estate developers in the light of local location, economic level, consumption habits and other factors. Provide a package of services for sports theme town projects, such as consultation and planning, planning and design, investment evaluation, investment and construction, operation and management, to build sports town demonstration projects.

03 Building Sports Characteristic Towns to Lead a New Direction

Sports characteristic town, as its name implies, refers to a comprehensive development system with clear industrial orientation, cultural connotation, tourism characteristics and certain community functions, which relies on sports as the theme industry. It is a new urbanization model that integrates the functions of tourist attractions, industrial agglomeration areas and new urbanization development areas, and integrates urban and rural production. At present, mountain outdoor, winter sports, water sports show blowout development, a number of fitness and leisure industries have emerged, "Sports& Leisure Town" is a hot trend. It can be predicted that in the future, new sports such as hiking, skiing, diving, gliding, sports bicycle and marathon will be injected into small towns and become the first choice for the construction of small towns with sports characteristics.

With the introduction of various sports-related policies by the state, the sports industry has become the pillar industry of the country and the driving force of a new round of economic growth. Teacher Li Haibin said: "Sports towns with the innovative direction of'sports industry & characteristic tourism 'are coming into people's vision.". At present, under the promotion of the dual favorable policies of sports industry and characteristic towns, sports characteristic towns are facing historic development opportunities. For example, Pan-China Sports is entrusted by Baizhang Town Government to build Baizhang Sports Town in Taizhou, Zhejiang Province, which combines local regional characteristics and relies on the advantages of mountain and water resources. While innovating the sports industry model, Pan-China Sports establishes the brand of the town with special events, gathers industrial projects with competitive training, creates a lifestyle with service experience, and leads the needs of the people with healthy leisure tourism. At the same time, with our help, Baizhang Sports Town has declared two national bases, namely, the National Water Sports Reserve Talents Base and the National Sports Training Base. Professional sports teams such as the National Youth Rowing Team, Liaoning Canoeing, Hockey and Zhejiang have also taken root here. In the first half of 2016, Baizhang Town Fashion Sports Town was listed in the first batch of characteristic towns in Wenzhou. We firmly believe that "sports & tourism" will become an important breakthrough in the future, and the sports town industry may activate a new blue sea for the development of sports industry in the future.
